Project Description

Ottawa’s LRT program is a major expansion of the city’s rapid transit network, involving new rail corridors, stations, structures, highway interfaces, and supporting infrastructure.

TULLOCH has contributed to the program through two distinct assignments. During Stage 1, our Geomatics team provided high-precision terrestrial laser scanning and survey support for station construction. During Stage 2, TULLOCH served as the Independent Quality Assurance Firm for Highway Works, providing inspection, contract administration, and quality assurance for provincially owned infrastructure affected by the expansion.

Stage 1: Geomatics and LiDAR

TULLOCH’s initial Stage 1 assignment began as a one-day laser scanning project at an LRT station. By using a 3D laser scanner, our team eliminated the need for the boom lift originally planned for the work and completed the field collection efficiently.

Survey crews in Ontario worked with TULLOCH’s data processing team in Alberta to deliver the results by the following Monday. Registration accuracy was reported at less than 2 mm. The successful assignment led to similar work at five additional stations and expanded TULLOCH’s involvement on the LRT program.

Stage 2: Independent Quality Assurance for Highway Works

For Stage 2, TULLOCH was retained as the Independent Quality Assurance Firm for Highway Works (IQAFHW) for provincial infrastructure affected by the LRT expansion.

The work covered new and existing structures, freeways and associated ramps, electrical systems, high-mast lighting, and Advanced Traffic Management Systems. TULLOCH also provided internal quality assurance for the client while maintaining its independent QA responsibilities.

CA Scope of Services

  • Inspection and test plans with defined witness and hold points
  • Inspection of materials and workmanship for conformance with contract documents
  • Quality assurance inspection of provincial highway infrastructure
  • Identification and reporting of non-conformances
  • Review of proposed corrective measures and technical recommendations
  • Traffic control review against applicable Ontario Traffic Manual requirements and contract drawings
  • QA oversight for structures, freeways, ramps, electrical systems, high-mast lighting, and ATMS infrastructure
  • Internal quality assurance support for the project team
