Project Description
Algoma Steel’s Electric Arc Furnace Transformation Project represents one of Canada’s largest industrial decarbonization initiatives. The project is replacing traditional steelmaking processes with electric arc furnace technology to support lower-carbon steel production at the company’s Sault Ste. Marie facility.
TULLOCH provided construction materials testing, inspection, and quality assurance services throughout major phases of the work. Our team supported high-volume concrete construction and critical foundations for the Electric Arc Furnace, Fume Treatment Plant, and Water Treatment Plant. The program included approximately 26,000 m³ of concrete and more than 3,000 concrete cylinder tests.
Scope of Services

- Preparation, curing, and compressive strength testing of more than 3,000 concrete cylinders
- Testing and quality verification for approximately 26,000 m³ of concrete
- Grout sampling, testing, and performance verification
- Aggregate sampling and laboratory testing
- Compaction and field density testing for earthworks and granular materials
- Construction inspections tied to project specifications, CSA standards, and quality requirements
- Monitoring of high-volume and critical concrete placements
