The property owner retained TULLOCH to prepare a complete application to amend the City of Greater Sudbury Zoning By-Law 2010-100Z. The application proposed to rezone the lands from ‘Institutional’ to ‘R3, Medium Density Residential’ Zone. The existing building was to be converted into 24 dwelling units — a mix of about 25 percent bachelor units and 75 percent 1-bedroom units. Two driveways give access to the site and 24 parking spaces. Pedestrians continue to be permitted through the property to access the stairs on the Grotto property abutting to the north and stairs located on the City-owned lands to the south.

The application was consistent with provincial policy to promote opportunities for economic development and community investment: readiness and assurance that the lands could be used resourcefully and appropriately to respond to changing market demands for housing types other than single detached dwellings; a residential use responding to the need for more affordable housing options and changing demographics; and assists in providing necessary housing  options through the addition of rental apartment units.

The City approved our application on February 22, 2022, rezoning the lands “R3 Special.” TULLOCH’s engineers are now reviewing the Site Plan Control Application and applicable conditions. Construction is underway.
